The owner of an electric vehicle or an electric bicycle shall hand over the used power battery or storage battery to the producer or seller of an electric vehicle or an electric bicycle or a third party for recycling; Hazardous waste shall be handed over to units with hazardous waste business licenses or qualified waste lead battery collection units for centralized collection, and shall not be dumped, stacked or discarded without authorization.

In terms of the construction of the renewable resources recycling system, the Regulations stipulate that local people's governments at or above the county level should coordinate the construction needs of the renewable resources recycling system when preparing the territorial spatial planning, rationally layout and standardize the construction of renewable resources recycling trading points, transfer stations, and sorting centers, and include them in the scope of public infrastructure land. At the same time, establish a catalogue of low-value recyclables, adopt financial subsidies, government purchase services, franchise and other measures to support the recycling of low-value recyclables, and gradually improve the classification and recycling efficiency of low-value recyclables such as used glass bottles and waste plastic products.

The "Regulations" also set up an innovative chapter "recycling", from the construction of recycling system, promote the construction of waste free cities, and recycling projects of industrial support, land support, financial support, etc., take multiple measures to promote the recycling of solid waste in Fujian.
